Different price for different city

I am creating a website and i have a question on shipping.
The product can be shipped on two towns that are in two island but with the same zipcode...
Is it possible to create two different rates not depending on zip code but depending on the name of the town ?

We think that your solution is to create your own zone, from Main HikaShop Configuration, in System dropdown => Zones.
And note that by clicking on the button "Help" to display relative tutorial to zones edition.

You have to create a sub-zone and associated it to the required zone (main zone).

And then, you will be able to restrict your shipping method, if I follow you well you have to create 2 shipping method with each one his own price/fee.
