delivery cost relative to country

I cannot configure the delivery cost by delivery location.
I tried to create new zones and create different delivery costs for countries by manually configuring delivery.
The delivery cost is not charged at all times, delivery is forced at 0 kg.

When I try on your website, I get the error message "Łączna kwota zakupionych produktów w koszyku jest zbyt duża dla każdej z możliwych opcji wysyłki".
This error message indicates that there are no shipping methods found for the current order and that one shipping method might have been available but the "maximum price" setting of the shipping method is set lower than the total amount of the cart.
So there is some problem with how your shipping methods are configured.

We would need screenshots (in english please) of your shipping methods settings to be able to say more.

it's ok, there are minimum amounts depending on the selected city. if the amount is higher than the minimum, you will continue and the delivery cost will be displayed. Is it possible for this delivery cost to appear immediately on the first page?

If you restrict your shipping methods with the "zone" setting, then, the "main tax zone" of the HikaShop configuration will be used as the zone of the user before he provides his address on the checkout.
So if you don't see any shipping method before entering the address on the checkout, and your shipping methods all have a "zone" set, it means that there are no shipping methods available for the main tax zone configured in the configuration.
