The problem is in the code of your payment plugin.
You should remove the code:

if (!$app->isAdmin()){
hikashop_addACLFilters($where, 'payment_access');
}
from the function getAllpayOrderID in the file plugins/hikashoppayment/YOUR_PLUGIN_NAME/YOUR_PLUGIN_NAME.php and then you won't get that error.
I would recomment to contact your payment gateway and notify them about that problem so that they can fix it in the package they distribute.
