Problem Shipping Address Paypal

I have some problem with Paypal.
I want to override user address but it doesn't work.
Can you help me?

As PayPal says, there is a problem with either the city state or post code.
So make sure that these data are correct in your address.
And if so, make sure that the 3 letter and 2 letter codes in the state and country fields for the state and country you selected are valid based on PayPal's requirements:
developer.paypal.com/docs/classic/api/state_codes/#thailand
If the value sent to PayPal doesn't match the list for the countries listed there, PayPal will refuse the address.
