Error 1267 with payment and delivery plugin filters

It is not possible to filter payment and delivery plugins. The following error (1267) is displayed when a filter is selected:

Illegal mix of collations (utf8mb4_unicode_ci,IMPLICIT) and (utf8mb4_general_ci,IMPLICIT) for operation '='

Can you activate the debug setting of the Joomla configuration page and try again ?
It should display an error message with more information.
That should allow us to tell you what to do.
