Shipping Options on Order Page

I think that there is a bug. If the shipping is disabled i.e. not published but still listed in the shipping plugin area or if you have configured it once - it still shows up in the listings for shipping corrections on order pages. For example, I once setup the UPS shipping plugin but then disabled it however it still shows up as a shipping option in the order correction page.

That's normal. It's made on purpose so that you, as administrator, can still set shipping methods manually for orders via the back end but that you don't want to propose them on the checkout.
If you don't want to see it, you can always uninstall the shipping method plugin.
