Paypal plug in provides wrong address to Paypal

When I test my check out with Paypal, the address I put in gets this error from paypal:

"Unable to process payment. Please contact the merchant as the shipping address provided by the merchant is invalid, and the merchant has requested that your order must be shipped to that address."

I don't think is this a Paypal issue, since it tells the customer to contact me.
