The tax name comes from your tax rate. You can find it via the "manage rates" button of the menu System>Taxation.
You won't be able to rename it but you can delete it, recreate it and change it in your tax rules in the menu System>Taxation.
Alternatively, you can turn of the "detailed tax display" in the display tab of the configuration to use a normal translation and not the name of your tax rate.
