Maybe I'm missing something real simple. I have my shipping fee set for a % of total price. I have some products with 0 weight. Under my manual shipping method, I found Include virtual products price and toggled it to yes, and clicked save.
However, when I am checking out, only the items with weight show the shipping fee, and 0 weight items. I cleared the cache, and nothing changed.
