Paypal Payment Option won't display.

Hello,

I'm trying to set up a shop so that the customers only payment option is paypal.

After setting it up an attempting to add something to my cart, it came back with the error

"No Payment Method Found"

So I added a couple other payment methods, just to see.

I added western union and check, both of these display with no problem, but paypal does not.

I can provide access to the back end if someone cares to help me.
