Shipping charges not calculating unless refresh

I'm having a problem with the shipping charges not calculating right away until I hit refresh or Next. I do have the latest version installed. My plugin, system cache, is turned off. Regular cache is also turned off. Any help would be appreciated.

That's normal. By default, the shipping charges are recalculated when the form is submitted again. It's not a bug but it's the way it's done.
That can easily be changed by following the instructions in that post and applying them to the shipping file of the view checkout :
