wrong states loading

here is the link I use to take people directly to the shopping cart. when the page comes up it looks like french states are showing up for the US even though france is disabled. if you select another menu item and them select the US again, the correct states load. open to suggestions, site is targeted to go live in about a week or so...

found a work around, went into country custom field and resaved it then went into state custom field and resaved it, now it seems to work
