Can't choose default value for address_state field

-- Joomla version -- : 3.6

I can't set up default value for address_state field because it says that need to choose counrty before...
But default value for country is set!

Please edit your country custom field. Make sure that a country is selected as default value, that the custom country field is published (at least temporarily) and then save the custom field.
Then, edit the state custom field and it should work as it works on my end.
