It's indeed for the products that have no GTIN.
If all your products have no GTIN, you can write "FALSE" in there.
If some products have GTIN and some don't, then you want to create first a custom field of the table "product" where you can select "TRUE" or "FALSE" in each product. Then, enter the column name of that custom field in that "identifier exists" setting so that the plugin will automatically use the value TRUE or FALSE configured in each product.
