Is there a way to add stock for different Characteristics values? For example a product of shorts with 10 in small, 5 in large and 0 in medium.

Yes, once you have created the chartacteristic and added it to the product, click on the edit the variants button (in the product edition page).
Then, in the listing select the desired variant to edit and set the correct stock for this variant.

what if I created a product with chartacteristic and qty 10, and the total sales of any chartacteristic can not be over qty 10. how to setup this?

Hi,

I don't see a problem with that.
Set a quantity of 10 in the main product and unlimited quantity in the characteristics and the characteristics will automatically use the quantity of the main product and the max quantity will be enforced over the overhole quantity of the variants in the cart.
