When trying to create a new order from the admin. Just press "New" and the error will show.

Are you using the WorldPay Global Gateway payment plugin ?
I don't think that this API is still working. So I suppose not. In which case, you can just disable that plugin and it will work.

I did try to disable it and I still get the same error - will this plugin not work in J4 then?

No it will. However, you're using an old version of the plugin. You need to update it for that. Download its latest version here and install it and you'll get the update:
