Import/Export - Move shop to new site

Is it possible to take my current shop (business edition) and transfer it to a new (dev) site or export the data?

It's possible yes.
You would first have to make sure that you migrate your joomla users and that they keep the same id. then, export all the hikashop tables via phpmyadmin and import them on the new website via phpmyadmin. Also, you'll want to copy the folder media/com_hikashop via FTP.

Would this method also work if I wanted to migrate joomla/Hikashop users and orders from a Joomla 2.5 site running an old Hikashop to a new build site running Joomla 3.2.2 and latest version of Hikashop business? I've been able to export the categories and products using csv export but not the users and orders.

Yes this method will work, but updating HikaShop on Joomla 2.5 before the export/import is recommended.
