There is no possibility to order mass actions, they are indeed ordered by ID.
On which trigger are based your mass actions ? On time triggers ?
If it is, so yes creating them in the desired order and saving them one after each other will allow to execute them in a correct order. Else you can potentially create a plugin to call new triggers once a specific action is done and add the trigger in the list of the available triggers.
For example, once the product are imported call the trigger "onAfterProductsImported" and use this trigger in the following massaction to start it.
