The CSV has to also contain a line with the main product so that the variant rows reference that main product's code in the product_parent_id column.
If you create a product with variants via the interface and then export it with the export button of the products listing, you'll get a CSV which you can use as an example and you'll see that it also contains a row for that product and then a row for each variant.
