Why i do not see payments variant other than COD

i think its filterred but not understand why?
i am set default currecy USD - allowed at paypal (for example)
setup currency rate
clear restrict zone

but nothing only bank transfer and COD

where i am wrong?

Did you edit the other payment plugins and saved their configuration under System->payment plugins ?

for paypal i am edit account email for example

There are 5 things which could make a payment methods not displayed:
1 the plugin is not published
2 the plugin config was not saved
3 the currency of the order is not supported
4 there is a resitricted zone for the payment plugin and the user address is outside that zone
5 it uses the same ordering as another payment plugin (you can look at that in the joomla plugins management screen)

If all this is correct, could you try to activate the debug mode in the configuration of joomla and try again ?

i am recheck all articles that u provide but not find anything except ordering in plugins,
all plugins was have 0 as order i am edit this, enable debug in joomla and after i am going to checkout i am receive

For the query problem it was a problem with the update between 1.3.2 and 1.3.3. I fixed it on your website.

For the payment plugins, it was just a matter of saving the configuration of each plugin in system->payment plugins. I went there and did it for you.

When I tested to order a product on your webite I was able to see the paypal payment methods. Could you put some screenshot on what your doing on your website when it doesn't work ?

press add to cart and going to processing
pressing next at address page
select free delivery(no matter when select payed delivery),after this press next for pay and
only bank transfer and COD

The currency which is used on your front end is RUB not USD (as shown in your first screenshot). Paypal does not handle RUB and that's why you don't see it.
Try to login/logout of your website or try with another browser or display the currency switcher module and set USD and you should see the paypal payment option.
