Fix vat

how can i add fix vat (1.81€) to all product and not a percentage vat?

Is there any way to do this?

That's not possible. I didn't know that such thing existed. In which country are you ?

Public Administration need to pay only fix vat (1.81€) when it sells something.

The only solutions I can see is either to include the VAT in the price of the products (and maybe modify the checkout/invoice views to add a tax calculation procedure for that fix rate based on the number of products in the cart) or use manual shipping methods for the VAT (that means that you wouldn't be able to use shipping methods for shipping, but if you're selling virtual goods, that could do it).
