Product quantity as packs

I want to implement the following scale of prices:

How I can make the customer can choose only the quantities available (no choose 1 or 5 on field quantity)?

You can either:
create a quantity display override if you're a developer:

create a 'pack' characteristic with all your possible values and add that characteristic to your product. Then, click on the "manage variant" button of your product to set the price for each "pack" variant of the product.
