Showing Products in a 2-Up VIew

I have set the default display as DIV and set the columns to 2 but the products are still showing as though there is only 1 column.

Is there a setting that I need to change

Each menu/module has its own options.
The default options of the configuration are just default options which will be used for new menus/modules.
You should go in the menu Display->Content menus and your menu (id 1) and set the number of columns option there.
