Shipping method to all countries excluding X

I am setting up my shipping methods and only want two. One for domestic (US) and one for all other countries. I see how to setup a shipping method for an individual country, but is there a way to setup a shipping method for all countries except the US?

You need to create a new shipping zone via the menu System->Zones and set all the countries except the USA in that zone. Then, you can use that zone in your shipping methods.
