Two questions on shipping:
1. Is there any way to work out shipping cost depending on weight, for example 1€ fixed charge then add 1€ per 250g?
2. What do the marked options do and what effect does selecting them have on the other options?

1. I Think that with the manual shipping method, you can just set the static price of the shipping method with an aditional percentage of the order's price.

2. The USE_PRICE_PER_PRODUCT and PRICE_PER_PRODUCT options are doing nothing for the moment because they will be use in the next release of Hikashop.

You can use weight restrictions to do what you want.
Create several shipping methods, each one for the wieght range you want and set the static price of that weight range and the system will pick the correct one automatically.
