How to set the cache for shipping method errors

Ok so I have hika shop on my new site. I notice that when I create a new account, I can get thru the checkout with no problem. The moment I try and make a new purchase from that same account it gives me no shipping method errors? Is there a cache issue or something? I have looked thru the document that tells you all the possibilities of what could be wrong if you get those errors and i have set all of them to the proper status. my site is www.newaveuniverse.com/myworld/store

How did you configure your shipping method ? Could you do a screenshot of its options ?

That shipping method won't display if:
-the products in your cart have a total weight below 1oz or above 80oz.
-the products in your cart have a total price below $1 or above $40.
-the products in your cart have don't have a weight.
Please check that.
