How to add Tax for only CA buyers ? was created by bubba

I have tried to set up the tax category & zone and with no luck can i get the cart to only reflect tax for California, shoppers, (its showing for everyone ) I know there is something small I am missing but some help would be super. Thanks

Could you do a screenshot of the screen in the menu System->taxation ?
