Not letting me choose table for new custom field

When I try to add a new custom field, the Table field isn't a drop-down list-box but simply a regular table cell with the table name "address" in it. Why isn't it letting me choose what table I want? This is for a new field that I am trying to create, not a pre-existing field that I'm trying to edit.

The Starter edition only supports custom fields of the table "address". That's why there is no dropdown here if you're using the Starter edition.

Will both of the commercial versions allow me to do this?

What custom fields are you trying to create ?
As explained in the documentation, for the table order and item, that's only possible in the Business edition for for others, yes, both versions will allow you to do that.
