You can create manual shipping methods with the option "price per product" turned on in each method and then in your products, in the shipping prices area, you can block the shipping methods for each product bases on your needs (note that it requires the latest version).

You have to set this option on the two shipping methods, then in you product edition page:
- item 1 set the shipping 1, and add the shipping 2 but check the "blocked" checkbox. This will remove this shipping method for the item 1.
- item 2 you can set the two shipping methods.

By this way the item 1 will only have the shipping method 1.
