Tax not appearing to Registered User

Public display - product displays with tax.
Registered User - product displays without tax. Checking out also not including tax.

For registered user, I need to add in tax as well. I have checked the ACL that comes next to the pricing, it is all ticked (checked). Also checked Configuration --> Taxes. Product Tax Category is set to Default Tax Category. And Customer Types = All Customer Types.

Please advice, where I am going wrong. Need the Registered User to pay taxes as well. Thanks.

It's probably not related to the ACL.
When you're logged in, the system uses the zone that you selected for the state/country fields of your address. When you're not logged in, it uses the "main tax zone" you configured in your HikaShop configuration.
So it's probably that your user's address is in a zone that it outside of the zones that you configured in your tax rules.
