Custom Tax/VAT configuration

My client supplies mainly UK business but on some occasions they also supply countries which are VAT Exempt. They would like to show totals for VAT, 0 Rated VAT and VAT Exempt on the invoice. To achieve this in what I believe may be a workable solution, I would give each VAT value a number. 1 = 20%, 2 = Zero Rated & 3 = VAT Exempt. On the bottom of the invoice would be a box showing the relevant totals for each code.

I have attached a PDF to help provide you with guidance on what I am trying to achieve. Please ignore the actual figures.
