Need a developer for occasional jobs on an ongoing basis

I am looking for a single developer to take on jobs and modifications on an ongoing basis. No big firms - just one to one communication. Will need payment plugins, modifications to checkout processes, payment discounts, and potentially content module creation. Client pays instantly (via Paypal) and ok with hourly rates. Prefer US based, but UK is ok too.
