As you indicated, add the record in the namekey database "vendor_acl_default_public_group" and the value "1"
But it does not work, when registering a new vendor, in the vendor ACL tab, there is no group marked and the minimum price rule does not work.
It only works, if I manually mark the user group in the vendor ACL tab. At the moment with few registered vendors, I fix it manually, but it's not good to have to do it forever like this.

I reproduced the configuration in a test website and the restriction is applied as it should.

The restriction :

So, you should have something not set-up as I made and that's the point which should be modified.

Well now if it works, thanks to the screenshots you sent me, I could see that I had added the settings in the wrong table in the database.
