Wrong State name showing up on checkout

For the past year some of our customers have complained that "Baker Island" keeps showing up during checkout and they cannot change it.

Any ideas on how to fix??

From en.wikipedia.org/wiki/Baker_Island :

For statistical purposes, Baker is grouped with the United States Minor Outlying Islands.

Which is where it's grouped under in HikaShop.

Anyway, in HikaShop it's a "zone" and, as with all of them, you can unpublish/edit/regroup it in the backend.

They were complaining because they could not change it and send in proper address and then process order - qanyway I will try working on the zone.part.

What do you mean by "they can't change it" ?
Are you able to reproduce the issue ?
I looked at your checkout and I see baker island when I select the country "united states minor outlying islands" there.
If you don't want it, then you can remove it from the "sub zones" listing of that country via the System>Zones menu in the HikaShop backend.
