As you indicated, add the record in the namekey database "vendor_acl_default_public_group" and the value "1"
But it does not work, when registering a new vendor, in the vendor ACL tab, there is no group marked and the minimum price rule does not work.
It only works, if I manually mark the user group in the vendor ACL tab. At the moment with few registered vendors, I fix it manually, but it's not good to have to do it forever like this.

Could you help me solve it please.

Well now if it works, thanks to the screenshots you sent me, I could see that I had added the settings in the wrong table in the database.
