Order Address edition creates too many new adresses in customer "profile"

Hello,

I you edit the addresses of an order, it does not just modify the user address for the invoice.
Instead it creates (many) addresses
Example:
Shipping and Billing addresses modified (once-each) in the order, this creates 4 new addresses in the customer "profile"
2 new in billing and 2 new in Shipping

First, is it a normal behavior?
If yes could this be improved to not add so many times in the customer "profile" (2 modifications, 4 addresses created) ?
