Sale tax on shipping charge did not send to Paypal

On the check out page, sale tax (VAT) show up, once send to paypal for payment, the sale tax on the product included, but the sale tax on the shipping is no show, shipping charge show up, so, it end up buyer pay less than the actual amount, and the admin receive a email say
"A Paypal notification was refused because the amount received (102.73USD) is different from the order amount (104.11USD)"
Is there any way to correct this problem, thanks every body!
