Logistics Provider - custom plugin?

We have decided to use a logistics provider who offers dramatically lower shipping costs.

They have specific requirements for the csv output. How do I go about getting a custom shipping plugin designed ?

We actually have no time to implement this kind of plugins, many new functionalities are in development.

You can ask to a third party developer to develop it for you, I don't know someone who can do this at this time.
