Subtotal and Final Total are the same

On our checkout page, if a state is taxed, the "Total price" shows the price WITH tax, then below shows total with tax as well, then shows the state FL $1.40 and "Final total" shows the same value as Total price.

This means its adding the tax to the product prices, and not the total price.
Is this a setting that I have turned on?

I would like to display the prices of products without tax how its supposed to, then give Total without tax, then at the Final total show with tax.
