Setting Up Shipping Zones to work correctly

Hello all I am currently running into some problems trying to get my zones to work correctly. I have it set up so that hte only country that is published is "United States of America" but when I am selecting a choice in the registration field the US comes up but I cannot select it and a different set of states from a different country are shown instead. What am I doing wrong here. Help please.
