Different shipping address not visible

Only the invoice address is visible. I can't choose a different delivery address. Were do I find information about this question?
I tried to find this in the FAQ.

The second question is: I want to add shipping costs. I added a new rule in shipping method and put an amount in price (General configuration within the shipping method) This amount doesn't show up and will not be added at the checkout. Were do I find information about that or is there a checklist available?
