Yes.
In the HikaShop configuration, in the advanced tab, you can set the "editor" option to use the "none" editor.
Note also that you have there the "Description default format" setting. If you set it to markdown, the users will be able to use the markdown format for new products:

That way, your users will still be able to do a bit of styling on the elements without being able to add messy HTML tags all over the place. That's what is used on wikipedia to keep a unified style through all the articles even though miliions (I guess ?) of different people edit them.
