hikashop filter apply on category

You can't do that with a filter.
You should instead configure a module of the type hikashop content module so that it displays the categories in a 2 level list mode.
You can do that via the Joomla modules manager.

This can be setup via the Joomla modules manager, by creating a module instance of the type HikaShop content modules and configuring it appropriately.
