add percentage only to SHIPPING cost only

How can I just add a percentage only on the SHIPPING cost - not the whole cost of order?

ok, I left out some information...,

When using the various SHIPPING PLUGINS - like FEDEX - there is a field that allows to add a percentage BUT this percentage is taken from the WHOLE COST of the order not just the shipping cost.

Merchants have accounts with Shipping companies and they get discounts. Some do not want to share the discount with their clients.

For example:
Merchant has 25% discount on shipping
FEDEX Plugin returns discount price of shipping
Merchant wants to add % to his shipping cost and pass on to client
Shipping cost then = discount cost from shipper + % added by Merchant

Currently this is not possible.
I can only find % increase on TOTAL COST in order - this is not useful in my case.

Is there a way to have a % increase only on the cost of shipping?

There is currently no way for that but editing the code, or creating a plugin. Plugin could be the best solution.
