Regarding how you configured your coupon, it should only be applied for orders with a price above 300 €, are you sure that your order price is above 300€ with your free shipping method ?

Can you provide a screenshot of the options of your shipping method/coupon so that we can see what you did ?

In you case I think that the best solution will probably be to directly create 2 manual shipping methods instead of using an auto-loaded coupon, you'll just have to :
- Edit your existing manual shipping method and set the "Maximum price" to 300
- Create a new manual shipping method, set the "Price" value to 0 and the "Minimum price" to 300.
