2 shipping price for 2 country how can i do?

In shipping method there is checkbox Restrictions.
There is Zone option where you can select countries for given shipping method.

i added before a country there... ok yes i know... now, will i add two shipping method for other country?

Yes.
You can have unlimited number of shipping methods with different restrictions(country, cart price, user group, weight...).
Customers will see only shipping methods matching their restrictions.

You'll just have to :
- Create 2 Manual shipping methods
- Set different prices and zones through the "Price" and "Zone" options.
