If "NO SHIPPING METHOD FOUND" how to add a message

-- HikaShop version -- : 2.3.5
-- Joomla version -- : 3.3.6

If there is no shipping method, how do I add to the message to let the users know that they need to create an account first so then they can see the shipping method?

I guess the simplest way is a language override for NO_SHIPPING_METHOD_FOUND, e.g.

NO_SHIPPING_METHOD_FOUND="Please log in or register first to see the available shipping methods."

I don't understand what the url provided would allow me to change the message?
Shouldn't I go to the code itself to change this?
Why would downloading another language allow me to do this task?
