You've configured that payment method so that it will only display for people in Paraguay, and only if the products they are buying have a weight of at least 1g, a volume of at least 1 mm^3, that the current currency is USD, and that the shipping method selected is one of the shipping methods you selected in the "shipping methods" setting of your payment method.
If you don't see that payment method on your checkout, it means that one of these criteria is not respected.
I would recommend to remove them all, and start the other way around.
Add the restrictions one by one, and test your checkout at each point, so that you can easily find out which restriction is the one removing the payment method from the checkout.
For example, f it's when you add the minimum weight, it means that the products in the cart don't have a weight or that their weight is lower that the minimum weight you added in your payment method.
