Two questions related to shipping

1. This company is located in Ireland, and using the manual shipping method. We have zones set up for Ireland, Great Britian, Europe, and the rest of the world. For some reason when someone uses an Irish or British address, they are offered two choices for shipping costs - The Ireland one and the Europe one for example. Shipping addresses outside Ireland and Great Britian only show the correct one. I'm assuming this is because somehow the system sees Ireland and UK as part of Europe. How can I fix this so that only one shipping cost is displayed. Screen shot shows what is happening.
2. When a customer chooses a country, it changes the 'state' list and automatically populates it with the first state or proviince in alphabetical order. I would like the state field to display a 'please select' message and validate that the user has selected something before submission.

Hi,

1. Go in the menu System>Zones and edit your Europe shipping zone that you created and make sure that you didn't add the UK and the Ireland country zones as sub zones of that zone. Otherwise, the shipping methods restricted to that Europe shipping zone will display if the customer address would be in these countries.

2. Go in the menu Display>Custom fields and edit your address_state field. There, you can turn on the "Add a 'Please select' value" setting and the "Required" setting.
