System>Emails is missing

I tried for hourse to change the Emailtemplate for orders. I did this in orders section and every time i saved the changes they work, or doesent work. Any way i searched in the forum here and i found allways the hint to change it under system>emails. Now i realized there is no point emails in my system menu.
What did i do wrong?
